What Is a Sequencer? Its Role in Layer 2

A sequencer receives, orders and batches user transactions on layer 2 networks such as rollups. It is central to their speed but also raises centralization concerns.

What is a sequencer?

A sequencer gathers transactions on a layer 2, determines their execution order, batches them and records results on a network such as Ethereum serving as the main chain. It resembles an organizer giving queue numbers to waiting transactions. Ordering determines balances, swap prices and execution results.

What does it do?

• Collect transactions: Receive submissions from users.
• Determine order: Decide which transactions are processed first.
• Batch: Combine hundreds or thousands to reduce fees.
• Provide fast confirmation: Indicate expected processing before final main-chain recording, improving perceived speed.

Why does centralization matter?

The original guide describes many major L2s as using a single operator-run sequencer. This favors speed and efficiency but concentrates ordering power, creating concerns.

• Order manipulation: Favorable transaction placement can extract MEV.
• Censorship: Particular transactions may be deliberately delayed or omitted.
• Single point of failure: A stopped sequencer can effectively halt network activity.

Many designs also include an escape hatch, allowing users to force transactions through L1 if the sequencer stops.

The decentralization challenge

Decentralized sequencers seek to reduce these limitations through rotating operators, shared sequencing or consensus that distributes ordering authority. Maintaining speed while providing fairness and suitable incentives makes this an ongoing development challenge.

The sequencer supports L2 speed, but concentrated authority can be a weak point in its trust model. When examining an L2 project or token, the distribution of sequencing power is one concrete measure of technical maturity.
